I might be wrong, but I assumed so as it can run games from USB. With FreeMCBoot and the HDLGameInstaller app, you can rip, copy and install a PS2 game to the internal hard drive using. I thought OPL could save to a VMC on USB. You can only transfer to USB for storage.
